We charged a fixture as a separate line, owned by us, which the quote stated. After one order of 30 pieces the buyer wants the fixture charge refunded because 'it is your tool now.' They may not reorder.

A fixture charge is for building the fixture, not a deposit on future work, unless you wrote it that way. Point at the line that says the tool stays yours. Refunding it turns every one-off into a free fixture.

If you want the reorder, you can choose to credit part of the tool against a second release of a size you name. That is a new deal, not an obligation.
