Put inclusion or exclusion in the first lines, next to the price, not in a footer. 'Inserts supplied and installed' or 'inserts not included' should be impossible to miss.

If this PO is already cut, decide whether eating the inserts is cheaper than the argument, and send a written change for the next release. Do not keep a footer as your only defense.

Count the inserts, the tool, and the press time. A pocket of inserts on a small part can exceed the machining.
