A pocket floor is called out Ra 0.4 and the rest of the part is ordinary machining. Hitting 0.4 on that floor means a grind or a very careful finish and a measurement. The buyer says 'your mill should do that.'

Quote a defined process. An ordinary end mill floor is not an Ra 0.4 promise. If they need 0.4, price the extra finish pass, the inserts, and a real measurement, or price a grind.

Ask whether 0.4 is a function or a copy-paste from a title block. Buyers often relax it when they see the cost. Get the relaxation in writing.
