Quote the machining and the inspection as separate lines. One hundred percent of forty dimensions is a metrology job. Offer a ballooned sample of the critical fits, and 100 percent only on the two dimensions that scrap the part, as a cheaper alternative.

If they insist on every dimension on every piece, the price and the lead time both move. Say so before the PO. After the PO you are donating the CMM.

A report template you already have is still someone's time to fill with real numbers. Do not price it at zero because the spreadsheet exists.
