We quoted 10, 50, and 100 pieces with a setup amortized per part. The buyer ordered 12 and expects the 100-piece price because 'the program already exists.' The 100-piece price assumed one setup and a full bar.

The 100-piece price is for 100 pieces on one release, not for the existence of a program. Twelve pieces pay the 10-piece price or a new break you are willing to write down. Say that in the quote so the PO cannot invent it later.

A program that exists still needs a setup, a first article, and material bought for this release. Those are not free because you cut the part once.

If you want a repeat price, offer it for a release within a stated window and a stated quantity. Open-ended 'program exists' is a discount you did not agree to.
