A range without a material and a tolerance is a guess you will be held to. Ask for the diameter and length with tolerances, the material, the end condition, and whether the surface is as-turned or ground. Then price.

If they truly want a budgetary number, mark it budgetary, name the assumptions, and put an expiry on it. Do not send a bare unit price that can be copied into a PO.
