A flame-cut 4140 plate is supposed to clean up at 20 mm thick. The plate measures 21 mm in the middle and 20.2 at a bowed edge. The print thickness is 19. The bow is about 1 mm across the plate.

You cannot get a flat 19 mm plate out of a bowed 20.2 edge without leaving a black edge or going thin. Measure the low corner, not the center, and tell the buyer before you face it. The stock allowance has to cover bow, not only scale.

Stress moves flame-cut plate when you face one side. Flip and skim both sides rather than taking all the stock off one face and hoping it stays flat.

If the edge will not clean up, the blank was too thin. That is a purchasing fact, not a machining failure you should hide with a skim that misses a corner.
