Flood from the nozzles is calm. When we turn on through-spindle the tank foams over in about ten minutes. Concentration is in range. The pump sounds like it is sucking air.

Through-spindle foam is air in the suction or a restriction that makes the pump cavitate. Check the tank level at the pump pickup, the filter, and any leak on the suction side. Nozzles not foaming tells you the coolant itself is not the whole story.

A pickup that is above the liquid when the spindle pump starts will foam a good mix. Baffle the return so you are not pumping bubbles.

Do not kill the foam with a heavy dose of defoamer and keep cutting. Find the air. Defoamer on a cavitating pump just hides the noise.
