A 25 mm hole is opened with a 12 mm end mill on a helix. The top is round. The last 3 mm chatters and the bore is oval there. The helix pitch is 1 mm and the tool is buried for the full depth at the end.

When the helix reaches the floor, a flat end mill loads the center and the periphery at once if you finish with a full-width bottom. Stop the helix short, then circle the wall with the end of the tool above the floor, and face the floor separately if it matters.

Oval only at the bottom is the tool deflecting when it is fully engaged, not a bad hole at the top. A lighter radial step on the last circles fixes the oval.

If the floor does not need to be finished by this tool, retract before the flutes rub the floor. Rubbing is the chatter you hear.
