A case-hardened pin reads soft on a Rockwell C test. The spec is a case depth of a few tenths and a surface hardness. The C scale ball is denting through the case. A file test feels hard.

A deep-reading scale on a thin case measures the core. Use the scale and load meant for a shallow case, or a microhardness traverse if the spec is a case depth. A soft C reading here is the wrong test, not a failed heat treat.

The file test is a clue, not a cert. Send the right test before you reheat-treat a lot that may be fine.
