A honed bore takes the go pin and the pin sticks. The next hole the pin will not enter until it is cleaned. The hone looks fine. The size is in the middle of the tolerance.

A stuck pin in a good hone is often dirt, a dry pin, or a bore that is round and still has a crosshatch that grabs a dry steel pin. Clean both, and use a pin that is not galled. A galled pin makes the next hole look small.

If a clean oiled pin still sticks only at one depth, the bore is tight there. Map it. Do not stone the pin to make it enter.

Hone oil left in the bore changes the feel. Agree dry or wet. Feel is a bad contract. The air gage or the bore gage is the number.
