Notes are requirements. A FAIR that only balloons the numbered dims is incomplete. Add the insert flush check and any default-tolerance diameters you actually produced.

Resubmit the FAIR with the missing lines rather than arguing that notes are not dimensions. The buyer is right that the form skipped them.
