A plug that starts and locks is often a bell-mouth or a chip in the first threads, or a tap that cut big at the start and small at the exit. Clean the hole and try the plug again before a deeper tap. Deeper does not fix a drunk first thread.

If a cleaned hole still locks at two turns, the pitch diameter is tight partway through. That is a tap or a misalignment, not a missing turn.

No-go staying out is good news. Do not 'fix' a go that binds by cutting until the no-go also goes.
